Since the 1st of June 2008, the Châtel Law* has required telecom carriers to offer their clients free on-hold time and a toll-free number for assistance. Online merchants, meanwhile, are required to display a phone number on their website.
Additionally, since the 1st of January 2009, when the LME**, entered effect, any company, regardless of its industry (banking, mail order, health care co-op, etc.) must change its customer service number, often a premium, or currently paid number, in order to adopt a toll-free number.
- ARCEP has discussed the notion of "toll numbers", so companies must therefore use one of the following numbers:
- ten-digit numbers beginning in 09 (for the price of a local call from a land-line or mobile phone)
- ten-digit numbers beginning with 080
- four-digit numbers beginning with 30 or 31
- four-digit numbers beginning with 10, 32, 36 or 39, provided that they go by toll-free pricing or are not paid
* Article L. 121-19 of the French Code of Consumption is completed by Clause III, which reads:
"III. - Means of communication enabling a consumer to track the progress of his or her order, to exercise his or her right of cancellation, or to make a warranty claim shall pay only the costs of communication, to the exclusion of all specific additional costs."
** After article L.113-4 of the French Code of Consumption, an article is inserted reading
"Art. L.113-5. – A telephone number intended to be called by a consumer for the purposes of performing a contract agreed to with a professional, or the processing of a claim, may not be subject to a toll. This number is indicated in the contract and in correspondence."
